 Carl J. Metzger, Director Mr. Metzger has 53 years of research, analysis, planning and management experience working in 90 countries with a major oil company, Mobil Oil; a major chemical manufacturing corporation, Kaiser Agricultural Chemicals as Director of International Projects responsible for projects up to $500 million each; founder and President of an international business and development firm for twenty years that served the U.S. Government, foreign governments, development finance institutions, agribusiness cooperatives, and private business (120 public administration, agriculture, health, and education projects in sixty countries); and over the last sixteen years as a program manager in strategic planning and performance management for various government contractors serving over thirty federal agencies. He has been involved with providing management consulting and technical services to the United States Government, development assistance institutions and foreign governments for the last 37 years.
Concurrently during the last fourteen years he founded and has directed the independent Government Results Center that engages in research and communications to help federal government agencies through inter-agency interest groups share lessons learned and better practices in strategic planning, performance measurement, and results management. Many government officials recognize him as an authority and valuable information resource in these fields. Between 1996 and 2002 he designed and moderated the monthly meetings of the OPM GPRA Interest Group. For six years he served the National Academy of Public Administration (NAPA) as a performance management consultant and associate member of panels. In 2002-2003 he singly designed NAPA’s Annual Performance Conference with 39 sessions and 90 speakers and designed/moderated all monthly luncheon forums that involved 60 speakers.
From August of 2003 through September of 2008, Mr. Metzger also was a Senior Manager with Grant Thornton LLP providing management and technical assistance in strategic planning, performance measurement, program management, and program evaluation. He testified (1) March 31, 2004 before the House Government Reform Subcommittee on Government Efficiency and Financial Management regarding GAO’s March 2004 Report of the GPRA as foundational for achieving greater results and (2) June 29, 2005 before the Subcommittee on Management, Integration and Oversight of the House Homeland Security Committee on using Mission-based Budgeting to transform the Homeland Security Department.
The Government Results Center welcomes discussions of sponsorships from various government agencies and non-profit organizations for specific meeting events and from private sector firms for conferences. In addition, the Center accepts contributions from our government practitioner members; those contributions may be payable to the Government Results Center and mailed to 7794 Tangier Drive, Springfield, VA 22153.
