Government Results Center A non-profit, sole proprietorship since formation in 1994 under Carl J. Metzger, Director, will design topics, speakers and agendas for the Group’s monthly meetings that started September 2004 at the USDA. The Government Results Center serves over 10,000 government officials with with a wide range of services. This information on the progress in agencies on the President’s Management Agenda, Government Performance and Results Act, and the Clinger-Cohen Act. The information is distributed via e-mails to the Center’s network or via speeches to various inter-agency groups in the Washington, DC region and via our web site, www.GovResultsCenter.org. With 51 years’ strategic, program and general management experience with major chemical manufacturing corporations and government contractors in 90 countries, Director Carl Metzger served government officials by designing and facilitating monthly meetings of the OPM GPRA Interest Group from 1995 to 2002. The Group had members from over 70 agencies and averaged over 100 in meeting attendance. He was a regular participant in all other informal inter-agency GPRA working groups that began in 1994 on research, regulatory affairs, natural resources, CFO/IG, and OIG. In 2002-2003 Mr. Metzger designed and facilitated 14 monthly discussion forums for NAPA’s Performance Consortium that involved 60 speakers and served 26 federal agencies; average attendance 60. Secondly, he designed NAPA’s Annual Performance Conference in May 2003 that involved 90 speakers in 39 sessions for 500 attendees. United States Department of Agriculture One of the largest Departments in the Federal Government, the USDA provides leadership on food, agriculture, natural resources, and related issues based on sound public policy, the best available science, and efficient management. USDA's current strategic plan contains six strategic goals: (1) Enhance International Competitiveness of American Agriculture, (2) Enhance the Competitiveness and Sustainability of Rural Farm Economics, (3) Support Increased Economic Opportunities and Improved Quality of Life in Rural America, (4) Enhance Protection and Safety of the Nation's Agriculture and Food Supply, (5) Improve the Nation's Health and Nutrition, and (6) Protect and Enhance the Nation's Natural Resource Base and Environment. USDA's in-depth reviews of goals, objectives and performance measures by agency and program are testimony to its commitment to the President's management initiatives.
USDA has had a long interest in a better, results-oriented government. The USDA GEIG workgroup of agencies - with members from Agricultural Marketing Service (AMS), Animal and Plant Health Inspection Service (APHIS), and Grain Inspection, Packers and Stockyards Administration (GIPSA), and the USDA Office of Administration - is collaborating to co-sponsor the meetings by providing access to meeting room facilities in the USDA Building at 1400 Independence Avenue, SW.
