The Government Enterprise Performance Management Maturity Model (PMMM) and the Strategic Center of Results Excellence (SCORE) Process Phase II inter-agency work team operated from September 2004 through 9 May 2006.  The team developed a new internal assessment framework and analytical process for determining where a government enterprise is in relation to five levels of maturity with respect to eight components of governance. Representatives from U.S. government agencies participated or reviewed the work. In July 2006 a Phase II work team was organized to develop case studies using the model and process. Team participants are from the U.S. Department of Agriculture, U.S. Department of Commerce, U.S. Department of Defense, U.S. Department of Energy, U.S. Department of Health and Human Services, U.S. Department of Homeland Security, U.S. Department of Housing and Urban Development, U.S. Department of Labor, U.S. Corporation for National and Community Service, U.S. Government Printing Office, U.S. Office of Personnel Management, U.S. Department of Transportation, U.S. Department of the Treasury, the U.S. Postal Service, the U.S. Office of National Drug Control Policy, two universities, and the Government Results Center’s Partner, Grant Thornton LLP.

In addition to U.S. federal government usage of the model and process, the team anticipates encouraging the use of the internal assessment for state and local government, foreign governments, and client governments of international development finance institutions.
